Change channel position without treating the whole tube as the channel
A centred passage and an eccentric passage can have the same nominal bore size yet meet an adjacent part in different places. In an eccentric section, the outside provides the mounting envelope while the passage is located from it by an offset.
The listing gives a 0.8 × 0.5 mm outside profile and 25 mm length. For a proposed interface, the end section relates that outside to the bore centre and offset direction. Those relationships explain the design more clearly than a list of sizes.

Rotation changes where the bore arrives
Turn an eccentric section in its holder and the bore position turns with it. A fixture that grips only the outside, without preserving the intended orientation, can move the passage away from the receiving opening.
The useful locating feature can be defined on the fixture and carried into the capillary's end view. This makes the installation repeatable from one drawing to the next. It also distinguishes two different tasks: centring the outside in the support and aligning the passage with the next component.
The end connection should describe the transition
The receiving part has an opening, contact area and approach direction of its own. Putting those beside the capillary section shows which part of the end remains open and how the two passages meet. An outside fit alone cannot describe that transition.
The side view contributes working length, support and accessible ends. Together, the end and side views turn an unusual section into a usable component specification without assigning fluid performance from its shape.
A custom example: meet a fixed off-centre opening

Suppose a receiving component is fixed in a fixture and its opening sits off the holder centreline. A proposed eccentric section can place the capillary bore at that location while retaining an outside suited to the support. The offset is dimensioned from the same datum used by the receiving component.
